Wm. Paul Lawrence II
Paul Lawrence has a plaintiffs' litigation practice focusing upon business torts and fraud, including "qui tam" whistleblower litigation under the False Claims Act and class action litigation involving the electric cooperative industry. Through joint ventures with leading plaintiffs across the country, Mr. Lawrence has a practice and reputation that are national in scope.
For the past decade, Mr. Lawrence has been a supporter of Taxpayers Against Fraud (TAF), a non-profit organization in Washington, D.C., where he has served as a committee chair and conference speaker. The mission of TAF is to support the False Claims Act and to provide support and education to relators (plaintiffs) and their attorneys prosecuting "qui tam" whistleblower cases under the Act. Qui tam cases regularly uncover contractor and provider fraud in government procurement and entitlement programs, including the Medicare program and Defense Department procurements.
In late 2005, Mr. Lawrence obtained a $12.5 million settlement for cost accounting fraud from a Fortune 500 company that provided engineering services to the departments of Defense and Energy. In 2007, Mr. Lawrence filed a class action case against the nation's largest electric cooperative that resulted in a ground-breaking $23 million settlement and governance reforms that are expected to affect the entire industry. Mr. Lawrence is currently serving as national lead counsel in cases across the country involving the electric cooperative industry. With co-counsel in New York, he is also prosecuting a qui tam case alleging losses to the Medicare program amounting to $100s of millions of dollars as the result of patent "evergreening" by one of the world's largest pharmaceutical companies.
Mr. Lawrence obtained his B.A. degree from Louisiana State University in 1973 and his Juris Doctor degree from the LSU Law Center in 1976, where he was an associate editor of the Louisiana Law Review and inducted into the Order of the Coif. He served as a law clerk to Hon. Albert Tate, Jr., Justice of the Louisiana Supreme Court in New Orleans, La., from 1976 to 1977. He is admitted to practice before the supreme courts of Louisiana, Washington and Texas, the United States Supreme Court, the federal courts of appeal for the Fifth, Ninth and D.C. Circuits, as well as numerous federal district courts in the states of Louisiana, Washington and Texas
